Independent candidate Merrill Cook cried foul over the doctor's note, which, under Utah law, may allow the Republicans to replace Workman's name on the Nov. 2 ballot with that of write-in candidate Ellis Ivory.
Democratic Party leaders said they may sue if Ivory's name is placed on the ballot.
GOP leaders say they have not yet decided if they will ask that Ivory be placed on the ballot.
