BRIGHAM CITY (AP) — Box Elder County's prosecutor won't file charges against the developers who illegally subdivided land in western Box Elder County and sold it online last year.

County Attorney Stephen Hadfield said it's likely that those involved didn't know the sales weren't legal because they failed to file a subdivision plat.

Parcels of 160-acres were subdivided and sold over the Internet to more than 3,000 buyers. A letter later sent to buyers by county commissioners explained the problem and said the land had no proper utilities or road access.

Buyers paid as little as $25 for a quarter acre and as much as $15,000 for 160 acres of land in the county's west desert.
