Limit management salaries

It seems like every day we hear about the mega salaries of CEOs who are running failing or government supported companies. Some people support the idea of the salaries by saying these are private companies and the government should not interfere.

How about we enact a law: If a company receives subsidies, bailouts, favored tax status or any other special consideration for its operation as a private business, that we (the government) have a right to limit salaries paid to company management.

Fannie Mae and Freddie Mac are really government operations, though they are run by private management. Since these companies depend on the government, they should be controlled by the government.
