LOGAN (AP) — State and Logan officials are trying to decide what, if anything, to do about high phosphorus levels in Cutler Reservoir.

The Utah Division of Water Quality says phosphorus levels need to be cut in half because of risks to fish. Often associated with agricultural operations, phosphorus allows excess algae to grow, which steals oxygen that fish need.

City officials, though, say two Utah State studies found fish populations there are doing well.

They've suggested removing algae from the lake for use in creating biofuel.

City and state officials are looking to agree on measures to deal with the problem.

City officials have balked at shouldering residents with a new multimillion-dollar water treatment plant.
