Illegals have civil rights?

I am watching the Minuteman Border Watch project with amusement and interest. I read thatMexican authorities are watching the process to make sure the civil rights of the illegal immigrants are not violated. What a joke that is. When an American is arrested in Mexico on nonexistent charges and thrown into a pigsty of a jail, who is watching over his civil rights?
