New rule for free-speech activities

Old rule: Free-speech activities could take place between 7 a.m. and 11 p.m.

New rule: Outdoor activities allowed 24 hours a day; indoor activities allowed from 8 a.m. to 8 p.m., or as long as the building is open

Old rule: Leafleting allowed only in specified "public free speech areas"

New rule: Leafleting allowed in all areas open to the public, so long as it is done "in a nonaggressive manner and does not prevent other individuals from passing along sidewalks and through doorways"

Same in both rules: Leaflets may not be placed on vehicles

Old rule: No provision for expedited appeal of denial of free-speech activity

New rule: Added provision for expedited appeal, with an initial determination assured within two working days
