HB106 would help track 2 kinds of Utah firms

A bill to add female- and minority-owned businesses to the commercial registration process moved to the House for a vote after gaining strong committee support Tuesday.

The House Health and Human Services Standing Committee approved HB106 with a 6-1 vote.

The measure would create an optional way for female- and minority-owned businesses to identify themselves while registering with the Division of Corporations and Commercial Code. Utah currently has no up-to-date way to track female- and minority-owned businesses, said Rep. Mark Wheatley, D-Murray, the bill's sponsor.

Such tracking would help entities like Hill Air Force Base and the University of Utah meet goals for subcontracting with female- and minority-owned firms, which are often encouraged under federal contracts. "They have a very hard time meeting those goals," Wheatley said.

However, Francine Giani, executive director of the Utah Department of Commerce, said the fiscal note is inadequate and doesn't address an additional work force to process the registrations. She also said the 200,000 listings with her department are likely only about half of all the state's businesses.
