House barely passes ban on ticket quotas
A bill that prohibits police captains from having ticket quotas for officers passed by a slim vote, 38-35, off the House floor on Tuesday.
Under HB255, a police captain would be forbidden from telling his officers to write a certain number of tickets each day. The measure does not prohibit police from issuing citations, said sponsoring Rep. Neil Hansen, D-Ogden.
"I would say, If you see an infraction, pull them over," Hansen said during floor debate. "But to have a quota to say you must find this many people, that's where we have a problem."
Rep. Scott Wyatt, R-Logan, voted against the bill. He said that he worried it would restrict officers and police captains from doing their jobs.
The bill now goes to the Senate for debate.
