Regarding your question, "Why were these planned on LDS Conference Saturday?", perhaps the planners don't consider it a conflict. I know many people for whom the timing presents no problem whatever.
On the other hand, there are those who would prefer to attend LDS confernce. For them, there is a time slot at noon that would seem ideal.

I think Mormons are allowed to go to other activities between sessions of conference or after.
