Is this Salt Lake COUNTY or CITY? I am a Salt Lake County employee and haven't heard of this, and the council persons mentioned, aren't they on the Salt Lake CITY council?

BUT, if an employee has ANOTHER CHILD, they pay only the flat "family rate" -- right?
A lot of problems could be solved, if insurance was charged on a per-capita basis. I resent having to pay as much (my husband and I) as the family down the street with six kids....who aren't even paying their own way through taxes!
