Some of the athletes who were "officially qualified" or "declared" only have "B' provisional marks. The first group of "declared" athletes listed in the article all competed in the first few days of the trials when this article was written so obviously the start-list of "accepted" athletes had already been established.
Many of those athletes who were listed as "still hoping to be invited" were competing later that week so the start list had not been established, (the officials don't finalize the lists until the day before). If it sounds confusing thats because it is. I feel it is important to fairly represent those who competed later in the trials.
