What is being done to conserve water by the major users, industry, commerce and agriculture?

If you want to get the commercial industry involved in water conservation you need to try to get your local utilities on board with a Direct Install Pre-Rinse Spray Valve program. Every business that prepares food has them and they use thousands of gallons of water every couple days. That programs can reduce their water consumption by up to 1/3 and reduce their electric bill by about a 1/3 (they aren't having to use their hot water heater to heat the extra water.
