Why is the FEDERAL government funding this? This is a state-local issue. Federal dollars should be reserved for the Interstate system and other transportation projects that have an interstate significance, such as ports and rivers.

Yes, Yes, I know that California or some other equally evil state would have received this money -- which, by definition, would have made this pork barrel spending -- but if we want to reign in federal spending, we have to start cutting somewhere.

If a local project is important enough, then the locals will agree to fund it.
