But the reduction in fuel tax revenue is offset by the reduction in demand for maintenance due to less miles being driven, or those miles being driven in lighter weight cars. The main short fall has been due to inflation. Since the gas tax isn't indexed to inflation, as the value of our currency declines, the cost of aggregates goes up, but the fuel tax stays the same.
